Marijuana isn’t hemp. It’s regulated at the state level, and most legal states share a similar core list of packaging rules, even if the fine print differs.
Child-resistant closures are close to universal. So is a ban on cartoon characters or anything that could appeal to a child. Many states also require the box to be opaque, so the product isn’t visible from outside.

The Big One: Child-Resistant Packaging
This isn’t optional in almost any legal market. The box has to be genuinely hard for a child to open, not just labeled as if it were.
That usually means a push-and-turn cap, a slide-lock mechanism, or a specific latch design that’s been tested to a state or ASTM standard. It has to be built into the box structure from the start. Bolting a lock onto a standard box after the fact rarely passes inspection.
Why So Many States Require Opaque Packaging
If a customer can see the product through the box, so can anyone else, including a child in a house or car. That’s the reasoning behind opaque packaging rules.
This affects material choice more than people expect. A window cutout, which works fine for a lot of retail packaging, is often not allowed here. Solid, light-blocking board does double duty: it hides the product and helps preserve freshness at the same time.
Labeling: What Actually Has to Be There
THC and CBD percentages. A batch or lot number for track-and-trace systems. Net weight. Required warning statements, which are usually longer and more specific than what you’d see on a hemp product.
Some states also require a state-issued license number printed on the package. This needs its own dedicated space, planned before the rest of the design, so it doesn’t get squeezed in as an afterthought.
Can Marijuana Boxes Still Look Premium?
Yes, and for a lot of brands, this is where they actually compete. Once every legal box meets the same compliance bar, look and feel become the differentiator.
Soft-touch coating, foil-stamped logos, and clean typography all help a marijuana brand stand out on a dispensary shelf, without touching anything that would violate the no-child-appeal rule. Bold, adult-oriented design works. Cartoonish or candy-like design doesn’t, and regulators check for it.
One Thing That’s Different From Hemp: Shipping
Marijuana products can’t cross state lines, full stop. Federal law still treats it as illegal, even in states where it’s fully legal to sell.
That means your packaging can ship anywhere in the country, but the product that goes inside it has to stay within your licensed state. Worth keeping in mind if you’re comparing this to how hemp or Delta 8 packaging gets used.
